Well, it’s actually the 2006 IBC that is in effect now, adopted by the State legislature in 2007 and in effect on the Big Island as of 2010… although there is still MUCH confusion and debate about its application.
Under that code, non-standard materials and non-standard building techniques can be used… you just have to get the plans certified by a locally licensed engineer. Just.
